Overview
Most "HBO Max not available" pages assume HBO Max is one product with one gate, and that a VPN opens it. That stopped being true on 1 October 2026, when HBO Max launched in Japan without an app. You can only get it inside Prime Video or Hulu Japan.
That gives three different ways HBO Max reaches people, and which one applies where you are decides everything else: whether you can sign up at all, why your card is declined, what happens when you travel, and whether a VPN changes anything.
This guide sorts every market into one of the three, using HBO Max's own country list and Warner Bros. Discovery's (WBD's) own releases, read on 9 October 2026.

Anyone who opened HBO Max and got "HBO Max isn't available in your region yet": people in Canada, Japan, India, South Korea or the Gulf wondering why there's no app, subscribers travelling outside their home country, and anyone who just moved.

1. The standalone HBO Max app. You sign up at hbomax.com or in the app, pay HBO Max (or a partner bundling it), and the gate is your account's home country plus your IP location. This is the model in 124 territories: the US, most of Europe including the UK and Ireland (since 26 March 2026) and Germany and Italy (since 13 January 2026), Latin America, the Caribbean, Australia, New Zealand and most of Asia-Pacific.
2. A hub inside someone else's service. The HBO Max brand exists, but there's no HBO Max account to buy. You subscribe to the host and get an "HBO Max" section inside its app. Japan works this way from 1 October 2026 (Prime Video and Hulu Japan), and so does India since 15 April 2026 (JioHotstar, from ₹49 a month). Here the gate is the host account: its country, and its payment rules.
3. Licensed to a local service. No HBO Max brand at all. HBO's shows stream on a local platform under that platform's name: Crave in Canada, Coupang Play in South Korea, OSN+ across much of the Middle East.
Everything not covered by these three is simply not available: mainland China, US-sanctioned territories, and countries that aren't on the list and have no known licensing deal.

A few things the official list gets wrong or leaves out, which matter if your country is on the edge:
- Israel isn't on the help page, but WBD's own 13 January 2026 release says HBO Max launched there directly, with Hot and Yes as partners.
- The help page's country selector drops Andorra, Moldova and Poland, even though the page text lists them.
- The EMEA Terms of Use list Azerbaijan and Uzbekistan in the service area; the help page doesn't. Treat both as "check locally."

Not on the list means no subscription
Japan: HBO Max is there, but not as an app
Verified 9 October 2026 against WBD's 1 September 2026 release and Hulu Japan's announcement.
WBD's release is unambiguous: "In Japan, HBO Max will be available only on Prime Video and Hulu Japan from October 1."
There are two ways in:
Prime Video
HBO Max is an add-on subscription inside the Prime Video app, in two tiers:
- Standard: ¥1,000 a month (up to 1080p, 2 streams)
- Premium: ¥1,400 a month (4K UHD, 4 streams)
Checked 9 October 2026; prices as reported at Amazon's 1 September announcement, verify on the subscription page before paying.
Reports conflict on whether you also need Amazon Prime, so check that on the same page.
Hulu Japan
Monthly members get HBO Max on an "HBO page" inside the Hulu app, with no extra charge. WBD calls it the Standard tier.
Hulu Japan's own price rose to ¥1,320 a month on 1 October 2026 (reported).
What happened to U-Next?
Since 2021 HBO content in Japan streamed on U-Next, which ran a "Max" section from 2024. U-Next ended its HBO Max-branded offering on 30 September 2026. Individual titles leave on their own dates, and U-Next says its wider Warner Bros. licensing relationship continues. No transfer of U-Next subscribers to Prime Video or Hulu was announced.
Why nothing outside Japan unlocks it
The gate is your Amazon Japan or Hulu Japan account, not your IP. Hulu Japan says it doesn't accept non-Japanese credit cards and blocks VPN connections with error L-2055. Prime Video add-ons only stream inside your home country.

India, Canada, South Korea and the Middle East
India B: Hub in a partner
Since 15 April 2026, HBO Max is a hub inside JioHotstar, which WBD calls "the exclusive home for HBO Max in the market." The add-on pack starts at ₹49 a month on top of a JioHotstar plan and includes JioHotstar's wider international library. There's no HBO Max app to buy.
Canada C: Licensed out
HBO shows stream on Crave. Bell Media said in March 2026 that "Crave remains home of HBO and HBO Max programming in Canada through a long-term deal." Canada isn't on HBO Max's list.
South Korea C: Licensed out
Coupang Play has carried HBO originals since March 2025, including the new Harry Potter series. South Korea isn't on the list.
Middle East & North Africa C: Licensed out
HBO content streams on OSN+, which WBD has invested in. The region isn't on the list. Confidence: medium; check OSN+ for your country.
Sub-Saharan Africa Unconfirmed
Isn't on the list, and we couldn't confirm a current licensing partner. Check locally.
"HBO Max isn't available in your region yet": what the error means
HBO Max shows "HBO Max isn't available in your region yet" (on some devices "This is Uncharted Territory") when your IP address looks like it's outside a country it serves. Its own help page gives the cause as "your IP address might be blocked or is incorrectly identifying your location," and the first fix it lists is to turn off any VPN, proxy or anonymisation service.

Check the table above. If you're in Japan, Canada, South Korea, India or the Gulf, the error is correct.

What a VPN changes, model by model
HBO Max's EMEA Terms of Use, version of 6 October 2025, read 9 October 2026.
HBO Max's EMEA Terms of Use are explicit: "You are prohibited from using any technology to mask your location or hinder HBO Max's ability to determine your location" (§20.1). Some VPN sites claim the terms "don't mention VPNs." They don't use the word, but this clause covers it. That's the policy; how often HBO Max acts on it beyond blocking the connection is a separate question we can't answer from public sources.

- Standalone app: the catalogue changes with your IP location (§7.2), so a VPN changes what you see. It can't fix sign-up: your payment method must be "issued in, or otherwise authorised from within, your Home Country" (§2.6).
- Hub inside a partner (Japan, India): the gate is the host account and its payment method. There's no IP check to move. A VPN does nothing for someone outside the country.
- Licensed out (Canada, South Korea, MENA): there's no HBO Max to unlock. A VPN only reaches another country's service, under that service's terms.
- Not available: same as above, with no legal local route.

If you have a standalone subscription: HBO Max's help page says you can stream "when you travel to a country or region where HBO Max is available." Visit one where it isn't (Japan, Canada, South Korea, India, the Gulf) and "you won't be able to stream," though downloads already on your phone or tablet still play. Some downloads may not renew or play outside your home country (§7.13).
If you live in the EEA (the EU plus Iceland, Liechtenstein and Norway): EU portability rules apply. Visiting another EEA country temporarily, you get your home country's catalogue (§7.3). UK residents are outside the EEA, so they see the local catalogue when travelling in the EU.
If you subscribe through a hub: Prime Video says add-on subscriptions "are only available to stream from within your home country," and Hulu Japan is "only available within Japan." So a Japanese HBO Max subscription is home-only.
Abroad with a subscription you already pay for
Travelling somewhere HBO Max doesn't stream, with a subscription you already pay for? A VPN set to your home country is the workaround people use. Know what it is first: it breaches HBO Max's §20.1, and HBO Max may block the connection.
Moving countries
There's no transfer. HBO Max's help centre tells you to sign in and resubscribe, and the terms tie your account to your "Home Country" and a payment method issued there. In practice: cancel, then subscribe again in the new country with a local card. If you move to Japan, Canada, South Korea or India, there's no HBO Max subscription to move to; you subscribe to the local host instead. Why your card is declined on HBO Max
The US help centre says "your credit or debit card needs to be U.S. issued and support automatic recurring payments." The EMEA terms say the same for every other market: the payment method must come from your home country, including when you update it from abroad (§2.6, §4.7). Hulu Japan doesn't accept non-Japanese cards.
There's no gift-card route either. HBO Max's US help centre says: "At this time we don't have HBO Max gift cards." Be wary of third-party "HBO Max gift card" sellers. (Game stores are a different story; there, region-matched gift cards do work .)
Paying through Apple or Google doesn't get around it: the app store bills in its own account country.
What the Paramount merger could change
Paramount's acquisition of WBD reportedly closed on 6 October 2026. Paramount has said HBO Max and Paramount+ will be bundled first and eventually merged into one service. No timetable, name or pricing has been announced (reported, October 2026).
That could change the app, the country list and the terms quoted here. The three models are the part most likely to survive: someone will still sell direct in some countries and license out in others.

Final Thoughts
Before trying anything, work out which of the three models your country uses. If HBO Max sells direct where you live, the fixes are the usual ones: turn off the VPN, check your card's country, restart the router. If it doesn't, no HBO Max account and no VPN will fix it; the shows are on Prime Video, Hulu Japan, JioHotstar, Crave, Coupang Play or OSN+, and that's who you pay.
