Whatever error you're looking at, the underlying cause is almost always one of five things — and they're nowhere near equally likely. Work down this list, not across a checklist of browser settings.

Nine times out of ten, OVP_00013 just means Peacock has flagged that specific server's IP — not that your VPN can't work. Before anything else: switch to a different US server (pick a smaller city, not New York or LA — those are the most crowded and most-flagged), then clear your browser cache and cookies and reload. That alone fixes it for most people. If it keeps happening across several servers, work down the list:

Phone users who see "It looks like you don't meet the US roaming rules"even with a US server connected report that one thing reliably clears it: put the phone in airplane mode, connect to Wi-Fi, then turn on your US VPN. Try it — the workaround is well-attested.

What we won't tell you is why. The popular explanation is that the app reads your SIM card's country, and that one doesn't survive checking: Apple deprecated CTCarrier with no replacement, and since iOS 16.4 it returns "--" for the country and "65535" for the mobile country code — an Apple engineer confirmed the removal was "a privacy thing." Android would need the sensitive READ_PHONE_STATE permission. Peacock publishes nothing about this error or its trigger, so the honest answer is that the mechanism is unconfirmed — and a fix that works is worth more than an explanation that doesn't.

When to stop switching servers

If you've tried five different US servers, cleared your cache, and turned on obfuscation and it's still blocking, that server pool is burned for you — more switching won't help. That's the point to either move to a VPN with a dedicated US IP — an address assigned to you alone, so no one else's use can get it flagged — or, when even that is refused, a genuinely residential one registered to a consumer ISP rather than a hosting provider. This is exactly where a residential-IP option earns its keep.

Which pick for which problem
